Conference on ‘Navigating the Future of AML: Sustaining Solutions for Financial Integrity’

Organized by the UNODC in collaboration with Financial Monitoring Unit

10 June 2024 – Karachi -- The United Nations Office on Drugs and Crime (UNODC), in collaboration with the Financial Monitoring Unit (FMU), organized a conference on 10th June in Karachi titled ‘Navigating the Future of AML: Sustaining Solutions for Financial Integrity.’ The event brought together key stakeholders to discuss the critical aspects of maintaining compliance and strengthening frameworks following Pakistan's removal from the FATF’s increased monitoring which is commonly referred to as grey list.

The conference aimed to foster collaboration among banks, financial institutions, criminal justice institutions, regulatory authorities, policymakers, international donor partners to address emerging money laundering threats and share international best practices.

Ms. Shamshad Akhtar graced the event as the Chief Guest and congratulated FMU and UNODC for organizing the successful event. In her remarks, she emphasized that “as a new round of Mutual Evaluation (ME) will commence by Asia Pacific Group (APG) for its members, Pakistan would have to demonstrate further improvements in our systems and processes, therefore we must remain committed to combating money laundering through continuous dedication and innovative approaches”.

In her opening remarks, the Director General of FMU, Ms. Lubna Farooq Malik, highlighted the collective efforts that led to Pakistan's successful removal from the FATF grey list and emphasized the importance of sustaining these efforts. "This conference serves as a convergence platform for key AML stakeholders to harness a shared vision for a secure financial future," she stated.

The UNODC Country Representative, Mr. Jeremy Milsom underscored the transformative role of the UNODC, both strategically at the national level and operationally on the ground, with capacity-building of relevant stakeholders through innovative solutions under sustainable AML reforms in Pakistan. "Our goal is to catalyze a robust AML regime and ensure financial integrity. Today’s discussions are crucial for sustaining these measures and in addressing new emerging threats," he said.

The conference featured sessions on various topics, including trade-based financing, crypto currency as ways to launder illicit funds across borders, while identifying areas where synergies between the State Bank of Pakistan, Financial Monitoring Unit, financial institutions, and law enforcement agencies could be formed to sustain AML measures over the long-term.

UNODC is committed to promoting national coordination and regional and international cooperation on issues concerning money laundering and terrorism financing. Experts from UNODC’s Global Programme against Money Laundering (GPML), Proceeds of Crime and the Financing of Terrorism. GPML presented insights on international trends and best practices while identifying areas in which UNODC supports Member States.

The event aimed to enhance awareness of AML frameworks among stakeholders, improve understanding of post-FATF challenges, and foster a sustainable and collaborative approach to chart a mutual way forward in mitigating money laundering risks in Pakistan.

'منی لانڈرنگ کا سدِباب: مالیاتی شعبے کی سالمیت یقینی بنانے کے پائیدار طریقے'

یو این او ڈی سی کے زیراہتمام فنانشل مانیٹرنگ یونٹ کے اشتراک سے کانفرنس کا انعقاد

کراچی (01 جون 2024): اقوامِ متحدہ دفتر برائے انسدادِ منشیات و جرائم (یو این او ڈی سی) نے فنانشل مانیٹرنگ یونٹ (ایف ایم یو) کے اشتراک سے 10 جون کو کراچی میں "منی لانڈرنگ کا سدِباب: مالیاتی شعبے کی سالمیت یقینی بنانے کے پائیدار طریقے" کے موضوع پر کانفرنس کا انعقاد کیا۔ تقریب میں اس شعبے سے تعلق رکھنے والے اہم فریقوں نے حصہ لیا اور ایف اے ٹی ایف کی جانب سے پاکستان کا نام گرے لسٹ سے خارج کرنے کے بعد قواعد کی پاسداری برقرار رکھنے اور فریم ورکس کو مستحکم بنانے سے متعلق ناگزیر پہلوؤں پر  تبادلہ خیالات کیا۔

کانفرنس کا مقصد بینکوں، مالیاتی اداروں، فوجداری نظامِ انصاف کے اداروں، ریگولیٹری اتھارٹیز، پالیسی سازوں، عطیہ دینے والے بین الاقوامی پارٹنرزکے درمیان اشتراک عمل کو فروغ دیتے ہوئے منی لانڈرنگ کے ابھرتے ہوئے خطرات کا ازالہ کرنا اور اس سلسلے میں بین الاقوامی سطح پر اپنائے جانے والے عمدہ طریقوں پر آگاہی بڑھانا تھا۔

تقریب کی مہمانِ خصوصی محترمہ شمشاد اختر نے کانفرنس کے کامیاب انعقاد پر فنانشل مانیٹرنگ یونٹ اور یو این او ڈی سی کو مبارکباد پیش کی۔ اپنے خیالات کا اظہار کرتے ہوئے انہوں نے اس بات پر زور دیا کہ ایشیا پیسفک گروپ (اے پی جی) کی جانب سے اپنے ارکان کے لئے 'میوچل اویلیویشن' کے نئے دور کے آغاز کے پیش نظر پاکستان کو اپنے نظاموں اور عملی سرگرمیوں کے ضوابط میں مزید بہتری لانا ہو گی۔ لہٰذا ہمیں پوری محنت اور لگن کے ساتھ جدت آمیز طریقے اپناتے ہوئے منی لانڈرنگ کے خاتمہ کے لئے اپنے پختہ عزم پر کاربند رہنا ہو گا۔

فنانشل مانیٹرنگ یونٹ کی ڈائریکٹر جنرل محترمہ لبنیٰ فاروق ملک نے اپنے ابتدائی کلمات میں ان اجتماعی کوششوں پر روشنی ڈالی جن کے نتیجے میں پاکستان کا نام ایف اے ٹی ایف کی گرے لسٹ سے خارج ہوا۔ ان کوششوں کو دیرپا بنانے کی اہمیت پر زور دیتے ہوئے انہوں نے کہا کہ یہ کانفرنس منی لانڈرنگ کے سدِباب کے لئے سرگرم فریقوں کو یکجا کرنے کے لئے ایک اہم پلیٹ فارم کی حیثیت رکھتی ہے جس کا مقصد مالیاتی شعبے کا مستقبل محفوظ بنانے کے مشترکہ وژن کو عملی شکل دینا ہے۔

یو این او ڈی سی کے کنٹری ریپریزنٹیٹو جناب جیریمی ملسم نے اپنے خطاب میں سٹریٹجک اعتبار سے قومی سطح پر اور عملی میدان میں یو این او ڈی سی کے کلیدی کردار کو اجاگر کیا اور پاکستان میں منی لانڈرنگ کے سدِباب سے متعلق پائیدار اصلاحات پر مبنی جدت آمیز طریقوں کو عملی جامہ پہنانے کے لئے متعلقہ فریقوں کی استعداد بہتر بنانے کی سرگرمیوں کے بارے حاضرین کو آگاہ کیا۔ انہوں نے مزید کہا کہ ہمارا مقصد منی لانڈرنگ کے سدِباب کے لئے ایک مضبوط نظام کو آگے بڑھانا اور مالیاتی شعبے کی سالمیت یقینی بنانا ہے۔  جیریمی ملسم نے کہا کہ اس کانفرنس میں ہونے والی گفتگو ان اقدامات کو دیرپا بنانے اور ابھرتے ہوئے خطرات کے ازالہ کے لئے ناگزیر حیثیت رکھتی ہے۔

کانفرنس کے دوران مختلف موضوعات پر سیشن منعقد کئے گئے جن میں تجارت پر مبنی سرمایہ کاری، سرحد پار رقوم کی غیرقانونی منتقلی کے لئے کرپٹو کرنسی کے استعمال پر گفتگو کی گئی اور ان شعبوں کی نشاندہی کی گئی جن میں اسٹیٹ بینک آف پاکستان، فنانشل مانیٹرنگ یونٹ، مالیاتی اداروں اور قانون نافذ کرنے والے اداروں کی مشترکہ کوششوں سے منی لانڈرنگ کے سدباب کے اقدامات کو دوررس بنیاد پر پائیدار بنایا جا سکتا ہے۔

یو این او ڈی سی منی لانڈرنگ اور دہشت گردی کے لئے سرمایہ کی فراہمی جیسے مسائل پر علاقائی و بین الاقوامی تعاون اور قومی سطح پر باہمی رابطوں کو فروغ دینے کے لئے پرعزم ہے۔ منی لانڈرنگ، جرائم کے ذریعے کمائی جانے والی رقوم اور دہشت گردی کے لئے سرمایہ کی فراہمی کے خلاف یو این او ڈی سی کے عالمی پروگرام (جی پی ایم ایل) سے تعلق رکھنے والے ماہرین نے بھی بین الاقوامی

رجحانات اور دنیا بھر میں اپنائے جانے والے عمدہ طریقوں پر تحقیقی معلومات پیش کیں اور ان شعبوں کی نشاندہی کی جن میں یو این او ڈی سی رکن ریاستوں کو معاونت فراہم کر رہا ہے۔

یہ کانفرنس اس مقصد کے تحت منعقد کی گئی کہ مالیاتی شعبے کے اہم فریقوں میں منی لانڈرنگ کے سدِباب سے متعلق فریم ورکس پر آگاہی بڑھائی جائے، ایف اے ٹی ایف کی پابندیاں ختم ہونے کے بعد پیدا ہونے والے چیلنجوں کو بہتر طور پر سمجھنے کی کوشش کی جائے اور اشتراک پر مبنی، دیرپا  لائحہ عمل اپناتے ہوئے پاکستان میں منی لانڈرنگ کے خطرات پر قابو پانے کے لئے ایک مشترکہ لائحہ عمل طے کیا جائے۔

UNDP and Embassy of Italy sign Financial Agreement for Water for Development Project

06 June 2024 – Islamabad: The United Nations Development Programme (UNDP) in Pakistan and the Embassy of Italy formally signed the agreement for the project “Water for Development (W4D): Support to mountain sustainable development and adaptation policies”. The project will be implemented in Gilgit-Baltistan and aims at supporting local communities in increasing their adaptation and resilience to climate change.

Gilgit Baltistan serves as major source of water for Pakistan while also presenting scenic views and magnificent mountains that make the region attractive to national and international tourists. However, limited drinking water availability due to accessibility issues, a lack of facilities for livestock management, and of livelihood opportunities pose barriers to the already vulnerable communities living in Gilgit Baltistan. In her remarks, H.E. Marilina Armellin, Ambassador of Italy emphasized that ‘Community resilience is a key component of sustainable development for the vulnerable communities residing in remote mountainous regions of Pakistan. The proposed interventions will improve the living and economic conditions of the local communities through service delivery and better livelihood opportunities’.

Dr. Samuel Rizk, Resident Representative of UNDP in Pakistan shared that ‘UNDP is committed to strengthening the capabilities of such communities to reduce their vulnerability to the impacts of climate change’.

The Project “Water for Development” will focus on four major components: (1) Improving water resource management & disaster risk reduction through glacier monitoring, (2) Improving the quality management of agriculture & livestock, (3) Economically uplifting vulnerable communities by promoting eco-tourism while promoting environmental conservation, and lastly (4) Capacity building of local governments & communities in the sustainable management of natural resources and mountain ecosystems.
