UNODC SUCCESSFULLY COMPLETES TRAINING ON

‘ADVANCE INVESTIGATION SKILLS’ FOR BALOCHISTAN LEVIES FORCE

01 November 2022, Islamabad: UNODC Criminal Justice and Legal Reforms Programme in collaboration with Balochistan Levies Force has successfully completed the ‘Advance Investigation Skills’ training for Investigation Officers of the Balochistan Levies Force. This initiative is funded by European Union under the larger ambit of the Rule of Law Project in Balochistan.

The trainings were conducted for 3 batches of Investigation Officers at the Levies Headquarters in Quetta. Training for the 1st batch was held from 22-26 August 2022 with the participation of 20 Investigation Officers. This was followed by a training on 17-21 October for 25 participants including 3 women and, concluded with the 3rd batch on 24-28 October for 27 Investigation Officers including 4 women. The last two training sessions are of particular importance due to the unprecedented participation of women levies officials in the investigation skills trainings organized by UNODC. Prior to this, ‘Basic Investigation Skills’ training was conducted earlier this year in June and July 2022. UNODC planned a series of trainings for the Investigation Officers to progress gradually from basic to advance investigation skills.

This landmark initiative aims to bring professional effectiveness and efficiency in the delivery of services by building on core competencies such as crime scene management, learning of advanced laws, investigation skills, handling of gender-based violence cases, community policing, and forensics evidence gathering. The training was broken down into modules to enhance the understanding of best practices and application of skills for effective and efficient investigation, interrogation, and interviewing of victims, witnesses, and suspects. The training programme also focused on stress management, professionalism, and a positive behavioural change while assuming duty.

In his closing remarks, Mr. Zahid Saleem, Additional Chief Secretary Home and Tribal Affairs Department stated, “The Levies have demonstrated their characteristic role for security in the entire length and breadth of the Province. They have made great sacrifices for maintenance of peace. Levies Force is our pride. Levies are the protectors of Balochistan. We are pained at the martyrdom of soldiers of Levies in Mastung, Chaman and Loralai”.

At the conclusion of the training, Mr. Zahid Saleem and Mr. Qadir Baksh Pirkani, Director General Balochistan Levies Force distributed certificates of completion to the graduating Investigation Officers of the Balochistan Levies force.

The trainees expressed their satisfaction with the skills learned and thanked UNODC for its continued efforts to support them in this essential learning process.

یو این او ڈی سی کے زیراہتمام بلوچستان لیویز فورس کے لئے

'جدید تحقیقاتی مہارتوں' پر تربیت کی کامیاب تکمیل

اسلام آباد (یکم نومبر 2022): فوجداری انصاف اور قانونی اصلاحات پر یو این او ڈی سی کے پروگرام کے زیراہتمام بلوچستان لیویز فورس کے اشتراک سے فورس کے تحقیقاتی افسران کے لئے 'جدید تحقیقاتی مہارتوں' کی تربیت کامیابی کے ساتھ مکمل ہو گئی۔ اس پروگرام کے سلسلے میں یورپی یونین نے بلوچستان میں قانون کی حکمرانی پراجیکٹ کے وسیع تر دائرہ کار کے تحت مالی تعاون کیا ۔

تحقیقاتی افسران کے 3 بیچز کے لئے یہ تربیتی سیشن کوئٹہ میں لیویز ہیڈکوارٹرز میں منعقد کئے گئے۔ پہلے بیچ میں 20 تحقیقاتی افسران نے 22 سے 26 اگست 2022 تک تربیت حاصل کی ۔ دوسرا سیشن 17 سے 21 اکتوبر تک منعقد ہوا جس میں 3 خواتین سمیت 25 افسران نے حصہ لیا جبکہ تیسرے اور آخری بیچ میں 24 سے 28 اکتوبر کے دوران 4 خواتین سمیت 27 تحقیقاتی افسران نے حصہ لیا۔ دوسرا اور تیسرا تربیتی سیشن اس بناء پر خصوصی اہمیت کا حامل رہا کہ یو این او ڈی سی کے زیراہتمام تحقیقاتی مہارتوں کی تربیت میں خواتین لیویز افسران نے بھی حصہ لیا۔ اس سے قبل بنیادی تحقیقاتی مہارتوں پر تربیتی سیشنز کا اہتمام رواں سال جون اور جولائی کے مہینوں میں کیا گیا تھا۔ یو این او ڈی سی کے منصوبے کے مطابق تربیتی سرگرمیوں کا یہ سلسلہ بنیادی تربیت کے ساتھ شروع کیا گیا اور آہستہ آہستہ اس کا درجہ بڑھاتے ہوئے جدید تحقیقاتی مہارتوں کو بھی تربیت میں شامل کیا گیا۔

اپنی نوعیت کی ان منفرد تربیتی سرگرمیوں کا مقصد خدمات کی فراہمی کو پیشہ ورانہ خطوط پر موثر اور فعال بنانا ہے جس کےلئے مختلف بنیادی مہارتوں مثلاً کرائم سین مینجمنٹ، جدید قوانین کی معلومات، تحقیقاتی مہارتوں، صنفی تشدد کے واقعات سے متعلق امور، کمیونٹی پولیس اور فورانزک شواہد کے حصول پر توجہ مرکوز کی گئی ہے۔تربیتی سیشنز کے دوران مروجہ طریقوں کو بہترین انداز میں سمجھانے اور موثرو  فعال تحقیقات، پوچھ گچھ اور متاثرین، گواہان اورمشتبہ افراد کے انٹرویوز کے لئے مہارتوں کے استعمال  جیسے موضوعات پر الگ الگ ماڈیولز تیار کئے گئے ہیں۔  تربیتی پروگرام میں دباؤ اور پریشانی سے نمٹنے کے طریقوں، پیشہ ورانہ سوچ اور ڈیوٹی سنبھالنے پر طرزِعمل میں مثبت تبدیلی کو بھی موضوعِ بحث بنایا گیا ہے۔

اپنے اختتامی کلمات میں محکمہ داخلہ و قبائلی امور کے آڈیشنل چیف سیکرٹری جناب زاہد سلیم نے کہا کہ لیویز نے صوبے کے طول وعرض میں سلامتی یقینی بنانے کے لئے اپنا ایک خاص کردار ادا کیا ہے۔ انہوں نے امن وامان قائم کرنے کے لئے عظیم قربانیاں بھی دی ہیں۔ ہمیں اپنی لیویز فورس پر فخر ہے۔ لیویز بلوچستان کے محافظ ہیں۔ ہمیں مستونگ، چمن اور لورالائی میں لیویز کے سپاہیوں کی شہادت پر بے پناہ تکلیف پہنچی ہے۔

تربیتی سیشن کے اختتام پر جناب زاہد سلیم اور بلوچستان لیویز فورس کے ڈائریکٹر جنرل جناب قادر بخش پیرکانی نے تربیت مکمل کرنے والے بلوچستان لیویز فورس کے تحقیقاتی افسران میں اسناد تقسیم کیں۔

تربیت کے شرکاء نے اس دوران سیکھی گئی مہارتوں پر اطمینان کا اظہار کیا اور اس اہم تربیتی سرگرمی میں معاونت اور مسلسل کوششوں پر یو این او ڈی سی کا شکریہ ادا کیا۔
