UNICEF welcomes announcement of next Executive Director

NEW YORK, 13 December 2021 – UNICEF welcomes United Nations Secretary-General António Guterres’ announcement today that Catherine M. Russell will succeed Henrietta H. Fore as UNICEF Executive Director.

Ms. Russell brings to the role decades of experience in developing innovative policy that empowers underserved communities around the world; delivering high-impact programmes that protect women and girls, including in humanitarian crises; building, elevating, and managing diverse workforces; and mobilizing resources and political support for a broad range of initiatives.

She currently serves as Assistant to the President and Director of the White House Office of Presidential Personnel. From 2013 to 2017, she served as Ambassador-at-Large for Global Women’s Issues at the U.S. Department of State. In that post, she integrated women’s issues across all elements of U.S. foreign policy, represented the United States in more than 45 countries, and worked with foreign governments, multilateral organizations, and civil society. She was the principal architect of the ground-breaking “U.S. Global Strategy to Empower Adolescent Girls”.

Previously, Ms. Russell served as Deputy Assistant to the President at the White House under President Barack Obama, Senior Advisor on International Women’s Issues on the Senate Foreign Relations Committee, Associate Deputy Attorney General at the Department of Justice, and Staff Director of the Senate Judiciary Committee. Before re-entering government service in 2020, she taught at the Harvard Kennedy School as an Institute of Politics Fellow. She also served as the board co-chair of the Women’s Foreign Policy Group, as a board member of Women for Women International, as a member of the Sesame Street Advisory Board, as a member of the non-profit organization, KIVA Advisory Council, and as a member of the Thomson Reuters Foundation’s Trust Women initiative.

Ms. Russell holds a Bachelor of Arts in Philosophy, magna cum laude, from Boston College and a Juris Doctor degree from the George Washington University Law School. 

“Catherine Russell will bring a wealth of expertise to UNICEF’s work, and I am delighted to hand over to someone with her knowledge, experience, and deep care for children and women,” said UNICEF Executive Director Henrietta Fore. “I have no doubt that UNICEF and the world’s children will be in capable hands under her leadership.”

“I warmly welcome Catherine Russell and I look forward to working with her. She has the full support of the UNICEF Executive Board to carry out this critical leadership role,” said Rytis Paulauskas, Ambassador of Lithuania to United Nations and President of the UNICEF Executive Board. 

Ms. Russell will assume her new functions early in the new year. She is UNICEF’s eighth Executive Director, and the fourth woman to lead the 20,000-person-strong agency in its 75-year history.

Japan announces new US$ 4.35 million grant to support  Polio Programme in Pakistan

ISLAMABAD, 13 December 2021 – The Government of Japan announced a US$ 4.35 million grant to procure essential oral polio vaccines as part of its continued support to Pakistan for its polio eradication efforts.  

This latest grant will be utilized for the procurement of 24 million oral doses of vaccines. It will allow the programme to reach around 21 million children under five years old with focus on the high-risk districts with persistent poliovirus transmission. The vaccines will be used during vaccination drives planned in 2022.

According the National Action Plan (NEAP) 2021-2023, the Polio Porgramme’s strategic goal is to permanently interrupt all poliovirus transmission in Pakistan by the end of 2023.

The notes of the grant were signed and exchanged between the Government of Japan and the United Nations Children’s Fund (UNICEF), and the grant agreement was signed and exchanged between Japan International Cooperation Agency (JICA) and UNICEF.

"The Polio eradication efforts made substantive progress this year by limiting the virus circulation resulted significant decrease of Polio cases despite challenges posed by COVID-19. The programme is confident to permanently interrupt all types of polioviruses by the end of 2023," said Dr. Shahzad Baig, National Coordinator of the Pakistan Polio Eradication Programme. Appreciating the support of the Government of Japan, Dr Shahzad said, "We are grateful to the people and the Government of Japan for their unwavering support for the children of Pakistan, the new funding will enable us to reach every child with the essential polio vaccine."

 H.E. WADA Mitsuhiro, Ambassador of Japan, appreciated the significant progress made this year in controlling the spread of poliovirus, saying that “we are now only one step away from the goal, polio-free Pakistan.” He reiterated his support to the initiative for eradicating all types of poliovirus by the end of 2023 and noted that “Japan has provided assistance in maternal and child health, polio eradication, and routine immunization in Pakistan for decades and will continue its support that will directly benefit vulnerable people.”

"We are glad to witness collaborative effort between Polio program and Expanded Program on Immunization, represented by recently conducted Measles Rubella and Polio campaign. We are also honored that numerous Polio program experiences are utilized to fight against COVID-19, such as 1166 helpline, PCR test capacity at Polio Laboratory and vaccinators’ trainings by JICA Project. We have a strong desire to witness the all types of polio virus interruption by the end of 2023 as suggested by Government of Pakistan. We appreciate the unwavering leadership of Government of Pakistan, with the highest respect to the frontline health workers.," said Shigeki Furuta, Chief Representative, JICA.

"Pakistan has achieved tremendous success against interrupting Polio virus this year. From 84 reported polio cases in year 2020, the incidence has come down to one case in the last eleven months," said Aida Girma, UNICEF Representative in Pakistan, highlighting the consistent efforts of the Government of Pakistan and partners. "The last mile towards eradication, however, will be tough and requires continues support from the partners like Government of Japan to achieve a polio-free status," said Aida while acknowledging the support of the people and Government of Japan. 

The new funding is part of the continuous support of the Japan Government in the Polio Eradication programme since 1996. To date, the grant and loan contribution from the Government of Japan has amounted to approx. US$ 230.497 million dollars to support the Polio programme in Pakistan through UNICEF.

Polio is a highly infectious disease caused by a virus mainly affects children under the age of five. It invades the nervous system and can cause paralysis or even death. While there is no cure for polio, vaccination is the only effective way to protect our children from the crippling disease. Every time children under the age of five get the polio vaccine, they are more protected. Such repeated immunizations have protected millions of children from polio and made most of the countries around the world polio free.

جاپان کا پاکستان پولیو پروگرام کے لئے 4.35 ملین ڈالر امداد کا اعلان

اسلام آباد (13 دسمبر2021) حکومت جاپان نے پاکستان میں پولیو مہمات کے لئے ویکسین کی خریداری کے لئے 4.35 ملین ڈالر امداد کا اعلان کیا ہے۔

اس امداد کو 24 ملین  ویکسین کی خریداری کے لیے استعمال کیا جائے گا، امداد سے پولیو کے لئے حساس قرار دئے جانے والے اضلاع میں پانچ سال تک کے 21 ملین بچوں کی ویکسینیشن ممکن ہوسکے گی۔

نیشنل ایکشن پلان- 2023 2021 کے مطابق پاکستان بھر سے 2023 کے اواخر میں پولیو وائرس کا مکمل خاتمہ ہے۔

جاری ہونے والے بیان کے مطابق معاہدے کے دستاویزات پر حکومت جاپان اور بچوں کے عالمی ادارے یونیسیف کے درمیان دستخط ہوئے اور امدادی معاہدے پر جائیکا اور یونیسیف نے دستخط کئے ہیں۔

قومی ایمرجنسی آپریشنز سنٹر کے کوارڈینیٹر ڈاکٹر شہزاد بیگ نے کہا ہے کہ " کورونا وبا کے باوجود پاکستان نے اس سال بہترین کارکردگی کا مظاہرہ کرتے ہوئے وائرس کو قابو کیا ہے اور سال 2023 کے اواخر میں پولیو وائرس کی تمام اقسام کا خاتمہ ممکن بنایا جارہا ہے" جاپان کی پولیو پروگرام میں تعاون کے بارے میں بتاتے ہوئے انھوں نے کہا کہ " ہم پاکستان کے بچوں کو موذی بیماری سے بچانے پر جاپان کے عوام کے شکر گزار ہیں۔ اس امداد سے ہم بچوں کو ویکسین کی فراہمی ممکن کریں گے"

اس موقع پر جاپان کے سفیر ایچ ای واڈا مٹسو ہیرو نے حکومت پاکستان کی پولیو کے خاتمے کے لیے کی جانے والی کوششوں کو سراہتے ہوئے کہا کہ " ہم پاکستان سے پولیو کے خاتمے سے ایک قدم کے فاصلے پر ہیں۔ " انہوں نے سال 2023 کے اواخر تک پولیو وائرس کے مکمل خاتمے کا ذکر کرتے ہوئے کہا کہ" جاپان پولیو کے خاتمے اور حفاظتی ٹیکہ جات کے سلسلے میں پچھلے کئی عشروں سے تعاون کررہا ہے اور تعاون کا یہ سلسلہ جاری رہے گا۔"

جائیکا کے سربراہ شیگکی فروٹا نے اس موقع پر کہا " ہمیں پولیو پروگرام اور توسیعی پروگرام برائے حفاظتی ٹیکہ جات کی خسرہ و روبیلا مہم اور پولیو مہم میں  مشترکہ کوششوں پر خوشی ہے۔ کورونا وبا پر قابو پانے کے لئے پولیو پروگرام کی کارکردگی قابل ستائش ہے اس سلسلے میں جائیکا پروگرام کا ویکسینیٹرز کی تربیت پولیو لیبارٹری میں پی سی آر ٹیسٹ کی سہولت اور ہیلپ لائن 1166 کا بروئے کار لانا قابل تعریف ہے۔ حکومت پاکستان کے مطابق 2023 کے اواخر میں پاکستان  پولیو سے پاک ہوتے دیکھ رہے ہیں۔ فرنٹ لائن ورکرز کی کوششوں اور حکومت پاکستان کی پولیو کے خاتمے میں قیادت اہمیت کا حامل ہے"

پاکستان میں یونیسیف کی سربراہ ایڈا گرما نے اس موقع پر کہا کہ پاکستان نے رواں برس پولیو کے خاتمے میں تاریخی کامیابی حاصل کی ہے سال 2020 ء میں 84 کیسوں کے مقابلے میں اس سال پولیو کا صرف ایک کیس رپورٹ ہوا ہے" انہوں نے مزید کہا کہ " آخری منزل کا حصول کٹھن ہے، تاہم جاری اشتراک بشمول حکومت جاپان کا تعاون ہمیں آخری منزل کے قریب لے جائے گا۔ "

حکومت جاپان سال 1996 ء سے پولیو کے خاتمے کی کوششوں میں تعاون کررہا ہے، اب تک حکومت جاپان نے پولیو کے خاتمے کے لئے یونیسیف کے ذریعے 230.497 ڈالرز کا تعاون کر چکا ہے۔

پولیو سے پانچ سال تک کے عمر کے بچے متاثر ہوتے ہیں۔اس بیماری سے بچے عمر بھر کیلئے معذور ہو جاتے ہیں۔ حتیٰ کہ بچوں کی موت بھی واقع ہو جاتی ہے۔ اس موذی مرض سے بچوں کو پولیو سے بچاؤ کے قطرے پلوا کر چھٹکارا حاصل کیا جاسکتا ہے۔ پانچ سال سے کم عمر بچوں کو پولیو قطرے پلوا کر اس موذی وائرس کو پھیلنے سے بچایا جاسکتا ہے۔ بار بار پولیو قطرے پلوانے سے دنیا کے تمام ممالک پولیو سے پاک ہو چکے ہیں۔ انسداد پولیو مہم میں بڑھ چڑھ حصہ لینا ہم سب کا قومی فریضہ ہے۔
