UNESCO Calls for Protecting Freedom of Expression by Countering Threats of Violence and Crimes Against Journalists

November 2, Tuesday, Islamabad: UNESCO in collaboration with the Parliamentarians Commission for Human Rights, the European Union Delegation to Pakistan, the Embassy of Sweden, the Embassy of the Netherlands, High Commission of Canada, and British High Commission Islamabad, marked the International Day to End Impunity for Crimes against Journalists (IDEI).

In the context of increasing and emerging threats to journalists, this year’s IDEI focused on the institutional gaps and response to the safety of journalists. In addition, harassment of women journalists, and misinformation were also discussed as factors impeding their safety. Media workers, journalists, civil society, and human rights activists have constantly been highlighting the need to strengthen mechanisms ensuring safety of journalists.

Being organized under UNESCO’s multi-donor program on freedom of expression and safety of journalists, the event was attended by around 60 participants. In 2013, the UN General Assembly adopted a resolution to commemorate IDEI every year to raise awareness on journalists’ safety. According to UNESCO, in Pakistan 81 journalists have lost their lives in the line of duty since 2004, while independent research highlights extremely low levels of convictions against the killings of these journalists. This day recognizes the far-reaching consequences of impunity, especially of crimes against journalists in limiting fundamental freedoms. 

Ms. Patricia McPhillips, Country Representative and Director of UNESCO, welcomed the participants and stressed that the threats and violence against journalists not only indicate a shrinking space for democratic discourse but also highlight the weakening of important institutions such as the rule of law and the judicial system.

In his opening remarks, H.E. Mr. Wouter Plomp, Ambassador of the Netherlands to Pakistan, said journalists should be able to report without fear, adding the Netherlands continues to strive for improving the conditions in which journalists work, both at the national as well as at the international level.

During the event, Ms. Gharida Farooqi, a journalist, said the safety of media workers should be ensured to work independently. Mr. Saqib Sultan, Director National Police Bureau, stressed the need for developing and strengthening mechanisms that report and monitor crimes against journalists.  Human rights expert, Mr. Chaudhry Shafique, highlighted gaps in existing avenues for legal aid and institutional support for safety of journalists. DG Information and Broadcasting Mr. Manzoor Memon elaborated on efforts by the government to ensure safety of journalists.

UNESCO’s Multi Donor Programme on Freedom of Expression and Safety of Journalists strengthens UNESCO’s work at global, regional, and national levels by channeling funds towards emerging priorities and the most pressing needs to achieve its mandate on freedom of expression. It enables UNESCO’s Communication and Information Sector to address complex issues through the design and implementation of holistic media and long-term interventions. This mechanism enables UNESCO and its partners to achieve greater impact and sustainability, while reducing fragmentation of activities in the same field.

Digitalized records of PMIS and Prisons Staff Training Academy handed over to the Government of Sindh by UNODC and the United States Government

 2nd November 2021, Hyderabad – The United Nations Office on Drugs and Crime (UNODC) and the United States Mission to Pakistan jointly handed over the formal control and implementation of the Prison Management Information System (PMIS) to the Prison Department, Government of Sindh, through a special ceremony hosted in Hyderabad on 2nd November 2021.

The PMIS has been intuitively designed to replace the redundant manual file system with a Central Data Centre to drive functionality and interoperability across all prisons in Sindh. In addition, the ceremony was accompanied by the inauguration of the Prisons Staff Training Academy in Hyderabad, which is constructed with the generous support of the U.S. Government. The Training Academy would go a long way in developing a cadre of professionally trained staff for prisons.

The ceremony was graced by Syed Murad Ali Shah, the Chief Minister, Sindh, who praised the automation of prison records as a breakthrough innovation to enhance the efficiency of prison administration in Sindh. He underscored the commitment of the Government of Sindh through the allocation of 10 M PKR for the establishment of a Virtual Private Network, which will help to sustain the PMIS across prisons in Sindh. He also appreciated the support from the U.S. Government and UNODC that went beyond the provision of funds and equipment to offering hands-on training to a cadre of 173 master trainers from a cross-section of staff, including security, health, jail management, and Inspectorate General of Prisons in Sindh. This would ensure adaptability and transfer of technology for an efficient administration of the PMIS.

The ceremony was also attended by a delegation from the US Mission to Pakistan including U.S. Consul General Karachi, Mark Stroh, and Mark Tervakoski, the Director of the U.S. Embassy’s International Narcotics and Law Enforcement Section, who appreciated the functionality of the PMIS and the intended benefits of Prison Staff Training Academy, which will go a long way in supporting prison reforms and broader agenda of enhancing the performance of the Criminal Justice System in Sindh.

Mr. Jeremy Milsom, Representative, UNODC thanked the Chief Minister, Sindh and stakeholders for their support and ownership of this important transformation through the PMIS. He appreciated the U.S. Government for its generous support, and stressed the importance of accessible and transparent data that can help in reforming the prison system through effective decision-making.

The event was well-attended by the Inspector General, Prisons Sindh, Mr Kazi Nazeer Ahmed, along with other distinguished guests from the law enforcement and criminal justice system in Sindh. The participants acclaimed PMIS as a groundbreaking innovation to leverage technology. The setting up of Central Data Control Center at the Inspectorate General Prisons Karachi and the Prison Staff Training Academy in Hyderabad are also steps towards ensuring the sustainability of prison reforms.

یو این او ڈی سی اور امریکی حکومت نے  پریزن مینجمنٹ انفارمیشن سسٹم  اور پریزن سٹاف ٹریننگ اکیڈمی، حکومتِ سندھ کے سپرد کر دی

حیدر آباد (2 نومبر 2021)– اقوامِ متحدہ کے دفتر برائے انسدادِ منشیات و جرائم (یو این او ڈی سی) اور پاکستان میں امریکی مشن کی جانب سے "پریزن مینجمنٹ انفارمیشن سسٹم (پی ایم آئی ایس)" کا باضابطہ کنٹرول اور اس پر عملدرآمد سے  متعلق امور محکمہ جیل خانہ جات، حکومت سندھ کے سپرد کرنے کے لئے 2 نومبر 2021 کو حیدرآباد میں ایک خصوصی تقریب منعقد کی گئی۔

یہ سسٹم کاغذی کارروائی کے سابقہ نظام کی جگہ لے گا جس میں ایک سنٹرل ڈیٹا سنٹر کے ذریعے صوبہ سندھ کی تمام جیلوں کے امور چلائے جائیں گے۔ سسٹم کی بدولت صوبے بھر کی جیلیں ایک نظام کے تحت مل کر کام کر سکیں گی۔  اس موقع پر حیدر آباد میں پریزن سٹاف اکیڈمی کا افتتاح بھی کیا گیا  جو امریکی حکومت  کے بھرپور تعاون سے تعمیر کی گئی ہے۔ یہ ٹریننگ اکیڈمی جیلوں کے امور چلانے کے لئے پیشہ ورانہ مہارت کے حامل، تربیت یافتہ عملہ کی تیاری میں اہم کردار ادا کرے گی۔

تقریب میں وزیرِ اعلیٰ سندھ، سید مراد علی شاہ نے بھی شرکت کی جنہوں نے جیلوں کے ریکارڈ کی آٹومیشن کو ایک اہم اور جدت آمیز اقدام قرار دیتے ہوئے سراہا جس سے سندھ میں جیلوں کی انتظامی کارکردگی میں بہتری آئے گی۔ انہوں نے کہا کہ اس سلسلے میں حکومتِ سندھ کا پختہ عزم اس بناء پر واضح ہے کہ 'ورچوئل پرائیویٹ نیٹ ورک' کے قیام کے لئے 10ملین روپے کی خطیر رقم مختص کر دی گئی ہے جس سے سندھ کی تمام جیلوں کو پریزن مینجمنٹ انفارمیشن سسٹم کو پائیدار طریقے سے چلانے میں مدد ملے گی۔ انہوں نے امریکی حکومت اور یو این او ڈی سی کی جانب سے بھرپور تعاون کو بھی سراہا جو محض فنڈز اور ضروری سامان کی فراہمی تک ہی محدود نہیں بلکہ سکیورٹی، صحت، جیلوں کے انتظامی امور، اور انسپکٹوریٹ جنرل پریزنز، سندھ سمیت تمام شعبوں کے عملے میں سے 173 ماسٹر ٹرینرز کو عملی تربیت بھی دی گئی ہے۔ انہوں نے مزید کہا کہ ان سرگرمیوں کی بدولت ایک طرف ٹیکنالوجی کی منتقلی ہو گی اور دوسری جانب متعلقہ عملہ پریزن مینجمنٹ انفارمیشن سسٹم کو عمدہ طریقے سے چلانے کے قابل بھی ہو جائے گا۔

تقریب میں پاکستان میں امریکی مشن کے قونصل جنرل کراچی جناب مارک سٹروہ، اور امریکی سفارتخانے کے انٹرنیشنل نارکوٹکس اینڈ لاء انفورسمنٹ سیکشن کے ڈائریکٹر جناب مارک ترواکوسکی نے بھی شرکت کی  جنہوں نے پریزن مینجمنٹ انفارمیشن سسٹم  اور پریزن سٹاف ٹریننگ اکیڈمی سے متعلق سرگرمیوں کو سراہا اور امید ظاہر کی کہ ان اقدامات کی بدولت جیل اصلاحات میں بھرپور مدد ملے گی اور یہ سندھ کے فوجداری نظامِ انصاف کی کارکردگی بہتر بنانے کے وسیع تر ایجنڈا کو آگے بڑھانے میں بھی اہم کردار ادا کریں گے۔

یو این او ڈی سی کے نمائندہ، جناب جیریمی ملسم نے وزیراعلیٰ سندھ اور تمام متعلقہ فریقوں کا شکریہ ادا کیا جنہوں نے پریزن مینجمنٹ انفارمیشن سسٹم کی جانب منتقلی کے عمل میں  بھرپور معاونت کی جس کی بدولت اس نظام کو اپنانے میں مدد ملی۔  انہوں نے امریکی حکومت کی مکمل حمایت کو بھی سراہا اور ڈیٹا کو شفاف بنانے اور سب کی رسائی میں لانے کی اہمیت پر زور دیا جس سے موثر فیصلہ سازی کی بدولت جیلوں کے نظام کی اصلاح میں مدد مل سکتی ہے۔

تقریب میں انسپکٹر جنرل، جیل خانہ جات سندھ، جناب قاضی نذیر احمد کے علاوہ سندھ کے قانون نافذ کرنے والے اداروں اور فوجداری نظام انصاف کی دیگر اہم شخصیات نے بھی شرکت کی۔ شرکاء نے پریزن مینجمنٹ انفارمیشن سسٹم کو ایک جدت آمیز، انقلابی اقدام قرار دیا جس کی بدولت ٹیکنالوجی سے بھرپور انداز میں فائدہ اٹھانے میں مدد ملے گی۔ انسپکٹوریٹ جنرل، جیل خانہ جات، کراچی میں سنٹرل ڈیٹا کنٹرول سنٹر اور حیدر آباد میں پریزن سٹاف ٹریننگ اکیڈمی کا قیام ایسے اقدامات ہیں جو جیلوں  کے اصلاحاتی عمل کی پائیداری یقینی بنانے میں اہم کردار اد اکریں گے۔

اس پراجیکٹ کے سلسلے میں امریکی مشن کے "پاکستان انٹرنیشنل نارکوٹکس اینڈ لاء انفورسمنٹ (آئی این ایل) سیکشن نے تعاون کیا ہے اور اقوام متحدہ کے دفتر برائے منشیات و جرائم کا کنٹری آفس پاکستان (یو این او ڈی سی کوپیک) اس پر عملدرآمد کر رہا ہے۔
